A good way to meet local runners is to participate in a parkrun. Churchill Parkway parkrun is held in this area.
If you need an open track in Winnipeg; Westwood Collegiate and Kelvin High School are marked as open to the public.
If you want to run after sunset or early in the morning Elmwood High should have electic lighting.
Westwood Collegiate is a popular place to run in this area.
For those who like to run on soft surfaces, these are recommended: the course of Churchill Parkway parkrun, Assiniboine Forest, Collège Béliveau, Fort Richmond Collegiate and Bernie Wolfe Community School.
Those looking for a flat course with firm surface can go to Arnold Avenue Park or St. Vital Park.
...To name a few, there is the Hypothermic Half Marathon (in multiple cities), the Frostbite River Run ( Winnipeg ), the Freeze Your Gizzard race ( Montague ), and many more....
