Mont Royal is a hilly running spot with a soft surface close to Westmount. It should be usable year round.
If you need an open track close to Westmount; Brebeuf is marked as open to the public and not too far away.
Falaise St Jacques has a soft surface and are not very far from Westmount for those who like to avoid the asphalt and concrete.

The track was locked up tight, no way to get in and use the track
I tried running there today I was told it was closed to the public by staff.
