Bosque de Chapultepec is a running spot with a hard surface close to Mexico City. It could be suitable in the winter time as it has has electric lighting.
If you want to run after sunset or early in the morning Parque México should have electic lighting.
Those looking for a flat course with firm surface can go to Parque España.

Used to be open to the public. Fence put up in 2023 and gate is now locked as of Feb 2024.
Saw the gate was open on a Sunday morning, was chased out by someone saying they were about to loc..
