A good way to meet local runners is to participate in a parkrun. Barclay parkrun and Gunpowder parkrun are both in this area.
The course of Gunpowder parkrun has a soft surface and are not very far from Cheshunt for those who like to avoid the asphalt and concrete.
Those wanting to run on a hard surface and are willing to go a bit outide of Cheshunt can go to the course of Barclay parkrun.
