Track is open, there are warning signs at the parking area, that are for campus-only usage of all the facilities except the running track (and of course the track is student-only when in use by the school). After-hours it's regularly used by a lot of area families for walking/running, usually not too heavy though (10-20 people typically at a time)...
Track is NOT lighted, however the parking area is, and there are enough nearby lights to not be completely dark, but if you are dark-impaired, a headlamp well after dark is probably not a bad idea. (Many/most run there though without them).
