At a university, track heavily used by students getting to classes and can interrupt drills. But please remember you are the guest here and defer to the locals.
Jet -
It is a public access track; no charge can just walk into the facility. Surface, feels more like a rubber compound but is suitable for spikes. Only the 100 metre start and finish are marked, though there are some faded markings around the 30m and 60m. Beware, students and general pedestrians will just randomly walk on the track in any lane. Most just using it to pass through.
