This track has been closed for a while now. It appears they started resurfacing the track quite a while ago (December 2022) and never finished it.

It was outside of the public hours
I wanted to get in a track workout at night in the cooler hours. The lights were on with a couple people and a golf cart on the infield. I asked two guys leaving the track (that looked like college athletes) about parking and they said that its not open to the public except on Saturdays and Sundays.
It was closed due to COVID-19
Open on weekends from 7am - 5pm
